The Lazlo Area is located in central Saskatchewan.

There are a lot of scholars in the Saskatchewan scientific pool to make this happen, but egos need to be parked and sleeves rolled up.

No better first step than to reach out to those who have already given it a shot, as they would have valuable information on not what to do.
