I looked at C27483,you suggested as well, which did not provide any more useful information.
The copy of the Commission's letter refers to page 51 of the oral proceedings, which is not available
in any of the emails I had seen so far.
Since the expert opinion put forth by Trans Mountain supports their request for valiance, I believe their solution of the looding problem souns like good engineering, and CER must provide a valid reason for deniyng it so  that will stand up in the Court of Appeals. during cross exams.
I assume that they are moving to appeal, Do you know it?
Good luck anyway, with friends like the ones in Ottawa(like D. Suzuki&Liberals) who needs enemies?


In Section B of the letter dated December 5th, the second paragraph states that the Commission denies the Variance!

As for p.51 of the Oral Proceedings, C27448, here it is;

The answers to those questions from the Oral Proceedings are Undertakings U1 to U4 and they are explained in the first 6 pages of document C27483. So for example, Undertaking 3 from p.50-51 from the Oral Proceedings is explained on p.5-6 in the C27483 document.
