Why is everyone so bullish here?

Why is everyone so bullish here?I don't see why everyone is so happy over such a small amount of money.  From what I see looking at the financials is that they were damn near out of money I believe they had enough to make it one more quarter before they borrowed more or issued an offering again.  23.1million is nothing compared to what it costs to build a mine and will be spent as it has been on preliminary business expenses trying to drum up investment.  Doesn't it cost multi billion dollars to open a mine of this size?  This tiny amount of money came with losing 12 percent of the mine also sounds like a horrificly bad deal and the money came in form of dilution to CNC.V shareholders?
