If you ACTUALLY knkow anything about reifning you'd know that they do in fact take concentrates with 20% copper...Are they ideal? no....but they are still saleable...especially when there is added precious metals and no deletrious elements....Last year copper concentrates averaged 23.5% copper.....Logic would tell you that if there have to be at least as many 20% cons as 25% cons in order to drop the number down that low....
