If you read the press release, you should note the importance of the licenses to management. They never claimed that the business would grow in leaps and bounds.
No the only investment thesis is the potential value of the licenses, not the current operations. At some point they will partner or be taken out. The real question is timing. Do they run out of money before this happens (if it happens) ??? This is why the stock is basically in a holding position. With the ISED announcement, I would expect things to start moving pretty soon....
