Yes but states have the right to set up their own laws just like they have dry communities for alcohol scattered throughout the U.S. Like Kansas & Tennessee.

Do not expect Federal legalization any time soon. I am expecting news for SC3 after the Democratice convention in Chicago. If we get SC3 in the next few mths, Germany pass the new law on more doctors prescribing cannabis and insurance companies covering more medical cannabis patients plus Florida's YES on 3 in November, Cannabis will become a New Bull Market.
