All data provided to date suggests that it is safe in animal models that are used as a proxy. The process involves giving the drug to animals and measuring a million parameters to see if any suggestion of "toxicity". They have been doing this for a while and so far all reports are good but it is not like they are releasing all the lab data.
A phase 1b is a test in humans where you start off with a low dose and see if any adverse reactions. Then move up the dose to a more therapeutic dose.
So the most likely / hopeful status is that in tests done so far there have not been any reported adverse reactions in animal models and the company continues to move towards phase 1b.
Also note that phase 1b is in essentially palliative GBM / NSCLC so there is a different bar compared to testing out a cholesterol drug in an otherwise healthy adult. Some adverse reactions in a palliative patient can be accepted if the tradeoff is tumour shrinkage, QAL etc, whereas the same would not apple to a cholesterol drug.
