RE:Website regurgitating Prospectus information is not a We all know these Prefers are "cummulative".... hence dividends NEED to be declared to be paid otherwise they accumulate.   

Company does not need to pay a dividend at the end of this month.    But as I understand, that would mean common shareholders won't get paid.  

But, basically common shareholders have basically had their dividends cut already long ago.   I view paying a dividend to common shareholders and then having them give back the money and issue more equity to them is just basically a dividend cut in a different form.

So, if common shareholders were not interested in more equity in the company, I can see the company not paying a dividend on these prefers and letting the dividend accumulate.
