Dump hopper, primary crushing/screens/secondary crushing/screens/stockpile/plant feeders, mills and the building proper are already up and should have been tested by now for a dry and possible wet run imho.
The main thing they are talking about here is the chemical digestive part of the process.

Depending on what mineral you want as a product depends on its SG (Specific Gravity) so in my past in Coal processing, Coal was lighter than the waste of dirt and shale, so the reagents used (oil or kerosene) were added to bond in an ionic stage to the Coal particles to float up and be skimmed off the top as product.
In the case of Tungsten it is the opposite, as the lighter SG waste will be skimmed off at the top and the heavy product will sink to be further refined in a soup of Sulfides and controlled heating.
I am sure that any mechanical equipment tweeks are minimal and not to be concerned about.
Lewis is very careful and almost obsessed to make sure that Sangdong produces high quality Tungsten to prove to the bank that more loans are worthy for the other stages.
These tweeks are nothing but some small adjustments in pumping rates, temp controls and dosages of reagents plus some control room computor calibrrations.
