Where is the fair marke cap?

Where is the fair marke cap? This is what confuses me about the mining industry. Here is a compnay that has an earn in agreement with one of the largest companies in the sector, but yet their market cap is super low. Then there are others out there with absolutly zero upside and trading much higher.
