Flatlining or Consolidating?

Flatlining or Consolidating?Price action on $NRC has been boring lately—basically hugging support at $0.60. But is it a dead stock, or is it consolidating before a move? I’m leaning toward accumulation here, especially since volume is thin but steady. If it breaks $0.70 with momentum, I might add more. What’s your technical take? Also, $BOLT is catching some buzz; could be ready to soar.
