Why is this stock at .5 billion market cap?

Why is this stock at .5 billion market cap?I don't understand why this stock has such a huge market cap when it produces less than 1000 BOE per day. I know of companies that trade at less than 100 million market cap that produce over 5,000 BOE per day. Thats 5x more production with only 20% of IE's market cap. Unless someone can provide me with a reasonable explanation, I'd say that this company should trade under $1 per share.
