If somebody had an Open BID (without an "All Or None") out for 20,000 at 7.5 cents, and the range was 7.5 to 9.0, then it's likely they got partially filled and added 1,000 at market to add to, or close, their order.
Think about it a sec.
If you buy 20,000 at 7.5 cents, that translates to $1,500. Now add $30 for commission and you have an average price of 7.65 cents a share.
However, if you only get the order half filled, then your average cost (+commission) goes up to 7.8 cents/share which is not that big a deal.
So by adding a mere 1,000 shares (1 full lot) at 9.0 cents at the end of the day, not only does your average cost/share only go up by just 1/10 of a cent, but you close the day on a higher mark, there's that much less on the ASK side, and it doesn't cost you anything more in commissions since you did it within the same trading day as your original partial fill.
I guess you could say it's a form of manipulation, but a very slight one.
