In the midst of strong questioning and massive protests, the former Minister of the Environment, Susana Muhamad, signed Resolution 0221 of March 2025, which declares a reserve area of 75,000 hectares in Soto Norte, outside the Pramo de Santurbn. The measure has generated the rejection of more than 35,000 inhabitants of the region and from various political sectors, who call it an inconsult, illegal and unconstitutional. According to Muhamad, despite having been challenged before the Attorney General's Office, which forced him to declare himself prevented, signed the resolution on his last day in office. He may be interested: Exploiting the labor force burns a nation: Petro to the guilds calling for the collapse of labor reformAt the same time, more than 2,000 peasants, farmers and small miners demonstrated in Bucaramanga demanding that the decision be made concerted with the communities. The six mayors of the province of Soto Norte, the governor of Santander, Juvenal Daz Mateus, and the Attorney General's Office had warned about the lack of technical rigour and the absence of prior consultations with the affected inhabitants. The resolution was published while the governor announced his intention to mediate with the new Minister of the Environment, Lena Estrada. Effects on the region and complaints of illegalityThe new environmental reserve area restricts productive activities essential to the local economy, especially formal and artisanal mining.Organizations such as Asomineros Vetas, the Mining Dignity Foundation and the Great Social Pact for California denounce that the measure will affect more than 35,000 people in municipalities such as California, Surat, Matanza, Tona, Charta, Vetas and northern Bucaramanga. According to Ivonne Gonzlez, president of Asomineros Vetas, this resolution has no technical support, violates the Escaz Agreement and encourages illegal mining. Thousands of families will be forced into poverty and displacement if the Government does not revoke this measure. Faced with the lack of response from the Government, the communities announced that they will transfer the protests to Bogot and present a series of demands, including a massive "tutelatn" to demand the revocation of Resolution 0221. Finally, the governor of Santander will travel to the capital to request a new intermediation of the Ministry of the Environment and ensure that decisions on the territory are agreed with its inhabitants.
