These guys are amazing

These guys are amazing300 million plus shares outstanding, 10 to 13 million in the bank?  Hundreds of Bag Holders @ $2 plus, huge Pump and Dump last year.  This company has no income, some sketchy projects which change direction frequently and they opted not to roll the stock back at AGM (total surprise) and yet they are able to move this up?  Help me understand this makes no sense to me looks like another Pump to me but what the F do I know?  Or is this just validation that there is a New Sucker born every day?
