The IARC, located in Lyon, France, classified TiO2 as a Group 2B carcinogen on March 10, 2006 and not recently. I was part of the team representing the TiO2 industry.
You'l find more data with the Titanium Dioxide Manufacturers Association (https://www.tdma.info/).

TiO2 is classified as 2B only due to particle size (0.2-0.3 µm) and not chemistry. It is the same classification as talc.
In the case of paints and coatings, plastics, fibers, etc., the TiO2 particles are encapsulated in the binder; no harm or risk.

You mention the failure of ARGEX: it is not because of the TiO2 classification but for financial reasons that I am not authorized to reveal here.

You may not agree with me, but unlike you I can say "I was there"...
