Actually, the Commissioner of the Alaska Dept of Environmental Conservation, on his way out the door, issued a decision on the Adjudicatory Review filed by the Chilkat Indian Village (CIV) on Aug. 18.  CIV filed because ADEC had issued an authorization for a permit without deciding on the issues that kept the original  permit in remand.  They did this without a public comment period
