I couldn't find any discussion about this new deal. Perhaps people ate not reading the monthly progress reports on thecse.com. See May report. https://thecse.com/en/listings/diversified-industries/golden-leaf-holdings-ltd

on their monthly it says the pandemic could affect their revenue streams blah blah....but then oregons marijuana sales are up over 400 percent. They say one thing while the record sales say another.

You're looking at this through a glass half empty Fox, and as I understand it, it's become the optics of the bag-holder.  No blame, but read the full report and you'll see that regardless of the "need to" message of Covid-19, they are taking every steps they can to mitigate the matters.  It's out of the company's hands to do more than that.  Not sure ...more
