Mostly in windows operating systems. 

To counter, check often for windows updates by typing 'windows updates' or 
'check for updates' in search circle or box, right of, bottom left 'start' button.

One is usually asked for $300 to unlock the computer system of companies 
to get internet and computer function back. Could hit homes too, but I think it is
mostly companies. Better to be safe and update home's 'windows updates' often
too.
