From your comments on the yahoo board, it seems you believe this to be a indication that Zhao is wanting to list Shanxi Puda Coal Group. I am not so sure of that. It is also quite possible that he is preparing for a private equity investment.  Or a private investment scheme organized by a VC firm. I am not totally familiar with Chinese rules regarding LTD's stock issuance
