Great observation. I gave the announcement a quick read, and I  believe it said that it can be sold. However, there is a caveat that says the deal is incumbent on having the expansion up and running within 2 years.
I don't even want to guess how that all fits in.
Whatever happens, raw graphite is required, and the situation in Africa is not getting any prettier.
