Those kinds of $165 Million tax credits are invariably monetized in one form or fasion, so as to have the financing on hand to commence that Vidalia expansion of production capacity to 45,000 tpa.
Often, a credit facility equal to the amout of tax credit is made available by a financier, with the tax credit being the collateral for the immediately fully drawn credit facility. I would expect that AustralianSuper could arrange for that monetization of the tax credit
This would mean that at some point, in some fashion, $165 Million would be made to be loaded onto Syrah's balance sheet .
  

I said a 20% to 60% move upward in the Syrah Resources Ltd share price today is doable; and yet, we've only experienced a 7.69% increase thus far, to $0.14.

Obviously, I agree that Syrah desperately needs a long term North American graphite project to be expedited into development
