if you have an EPCC contractor responsible for the whole scope, then they will have an overall schedule that keeps being updated and communicated to managment. or you have construction contracts with different contractors and an EPCM or PMC contractor to establish the L1-L3 (sometimes L4) schedules for all scope. or  you simply have various construction contracts with the company managing
