Build but more than half SPR release. Many consequences effect WCS Differential-- that is our issue only. 1. CENOVUS REFINERIES shutdowns 2 NO CRUDE UNIT in Sarnia any more -- not owned by Alberta like it could have been-- it was 400,000 bpd 3. NWR Phase 2 would help WCS pricing 4. Pipeline capacity again with TC issue 5. TMX Trudeau mishandling 6. Pipeline cancellations #1
