2 military base in north of Canada?

A really known advocate of Montral, said that we will need two military base in north of Canada.
Plane can go from one to land on the others one. Witout going back south.
So if the existing plane, who where upgrade by General Dynamics, are able to do the surveillance from these new points in north, without to come back in south, this will reduce the time and gaz expense.
In that case, we can probably do not need more than 5 new Boeing Poseidon, to do the job for the next 15 years. This way Canada will join the 5 big eyes of surveillance, with these few Boeing plane.
We do not need more than that, because this plane is already obselete. 
In the same periode of time, ten years, Bombardier will have produced and sold many new military plane around the world. More up to date and surclass these Boeing 737 with torpedo.
And will prove that we need efficiency plane not only torpedo for submarine. Plus we will have the
F-35 from Lockeed Martin.
In my point of view, Canada do not really want torpedo on the plane, only want to participate on the big five surveillance program and prove that the military expense will be as promise.

Canadian NORAD Region Forward Operating Location Yellowknife is located south-west of the airstrip. It was built for forwarding deployment of the McDonnell Douglas
