That's exactly how Goldman-Sachs works, especially this one! Notice that every time there is an announcement of Insiders selling, share price drops! If they would listen to the Analysts targets, they wouldn't sell below $100, and if they did, especially the Insider, Gallagher, he would of kept them, now it'll not for Tax Selling, been over for a while now!
