Time to buy at .17

here we are at all time lows ( like i called it )
Is it time to buy?
The closer FIU gets to end of year without a shutdown, the more likely they will survive as a going concern.
I am not biting yet, and will buy if they can make it through this year without running out of money or losing MWS.
If I was long at 1.00 ( like we know who ), Id be buying and averaging down. But seriously, why isnt any insider buying here. ZERO, NADA shares bought by CEO or VP's.
