If the graphene element is a small fraction of the overall product made in the US, the cost will likely be passed on the to the end user of the product. The biggest question eventually will be if sales of such products are vastly reduced due to a US or global recession... hence a hit on the demand for graphene etc in several industries as a result, depending how severe would a recession be.

At this point, it is  quite evident that even the President staff have to consistently explain the mix ups in Trump's statements...with the markets starting to discount (perhaps too quickly) the huffing and puffing coming from him.

As usual it is the case of "preparing for the worse and hoping for the best" case scenario for all involved...
