This etf smell fishy

This etf smell fishy I'm not sure if I'm correct but as we speak treasury 10y at 4.2 , and the etf is at 9.8$ if we Look back when the treasury was at 4.2 within the last year it happened oct 22 and July 26 and the etf on oct 22 was at 10.56$ and on July 26 was around 11$ so what I see is as this etf pay monthly 17% yield when the treasury 10y goes down the etf doesn't move proportionally ....
