Apparently it's being held up because the DRC is consulting with Revenue Canada (the recognised World Authority re supertaxation) on how to best implement the tax. BBBBBWWWWHHHHHAAAA

I don't think this clears it up but here it is any way. Box 2 : Special tax on excess profits of Democratic Republic of the Congo.
