If they would put down a plan on paper, people could choose to agree with it or not by selling or holding. Bio its pretty clear there is no plan for Sernova to take the next steps alone so I don't know why you expect one.  NDAs would obviously prevent Philip from disclosing developments and plans going forward with a collaboration.
