Yes, it does look like someone at the EPA might just know something. Good volume.

I took last months beer money and picked up 3333 TGB @ $1.49 US a couple weeks ago. Sitting here w/ 255,997 shares of TGB. This is our grandkids college money and the first one is starting college in four years, so timing is very good. Grandkids multiply like rats, so I'm expecting big things from TGB. With their pipeline of projects and projected copper demand, I'm not sure I could be in a better place. Are you in? Bests, Peach

But that would be insider trading and illegal. [please note a touch of sarcasm here] Or is it just people speculating. The company has said that the EPA said the permit would come in September. Now it's September so people are jumping on board tryng to get a timely ride up.
