EPA issued for signature... key step required to finalize

"On June 12, 2023, the EPA issued the Programmatic Agreement ("PA") for signature which is a key step required to finalize the NHPA Section 106 process and precedes issuance of the final UIC permit" Is this enough to cause the price to jump tomorrow?

Doubtful PE. While this is definitely great news, not enough people will change their minds until it becomes officially...official. Not saying it can't happen, just our view.
