LOL. Water draining isn't the problem, flooding is. This was the last straw, and it's soaking wet. GLTA.

I think you are jumping to conclusions.  Do you honestly think this is surface water? In February? In the Artic circle? I am not convinced.  It is a huge problem and might even be a mine killer; but there are many many possible sources for this water.
