I read this as a liquidation value of 10 or 11 cents is "not meaningfully different" from the recent trading price of 8 cents. They think they have a shot at either merging (or being acquired) to get more value (e.g 15 cents) OR Using the REMAINING cash to start again on some new opportunity. You are the shareholders/owners. They are the management team that DID NOT produce value with
