Is Stock Price being purposely suppressed for a cheap sell at 2 - 3 dollars?

Some people think with investor engagement and advertising this stock could have hit at $4 or $5 by now on PR and sheer speculation..

did someone get paid off??

@boom .. for a cheap sale to work you would still need a valid backlog to make the sale.. hence the stalling for more time via dilution .. building a credible backlog.. but mysteriously not advertising the progress or engaging the shareholders..
