The "comprehensive environmental study" you mention was evaluated by the panel of judges to be done unprocedural, violating existing law and therefore is void and null. Among many other defects the judges found that the socialization meetings which are compulsary to be held by the company were not announced in the media as required and were not attended by an adequate proportion of affected people (but instead only a handful of selected pro-miners). The panel also found that the compulsary minimum period of 10 days between official request and issuance of the environment permit was violated - it was only one day! Means no chance for objections by affected stakeholders. The panel of judges concluded in their verdict that there had been a procedural flaw in the issuance of the permit. The verdict also states the potential devastating impact of heap leach fields for the living environment of the people as in the environmental impact study proper analysis is missing and/or not signed by chief analysts. I would say, those are quite comprehensive findings of "a lower admin court" as you put it. Note: The verdict ruled that any mining activities have to be suspended as long as the verdict is not cancelled or replaced by another one on a higher level. The operating license held by PT. TMS is of no use as long as there is no valid environmental permit.
