The nearer a government is from people the longer it take's time to get something going on from this level of government. They are more afraid of reactions. Ottawa is further away from people than Quebec, Quebec is further away from people than Bay James area responsables, I think it was wheeler or someone else wrote that it took nearly 6 weeks for NMX to have permit from
