They might find out that CC just might prolong the life of roads when used as a sub base.  I believe if you google cellular concrete as a sub base from a study and paper done at the university of Waterloo. You will get the answer.  Yes putting CC as a sub base will cost more.  But in the long run the savings are probably going to be huge.  The road in Yellowknife they used CC as a sub base on a two km stretch of road.  It was done in 2007 I believe.  Apparently they finally have to start doing repairs now.  That's 15 years.  Before it was an annual event.
