It depends on the reason for the R/S.  IPA just did one and it's up.

5/1 is reasonable under those circumstances. ( approx 90 mil down to 15 Mil) I note they have about 50 NR in the last two years and have kept their investors in the loop through everything. Full disclosure. This is a very aggressive management group who have secured a number of companies and contracts and are striking out into the segment of  Pharma which is the future for small investors.&
