We all know that the initial software has been installed and phase 1 and 2 are complete. The next phase is the grey area, from what I have read, it appears that individual government agencies now need to use their own budgets to proceed and impiment it in their systems (stage 3). Of course, I could be  way out in left field but with lack of information, this is what I deciphered when reading

what we all think is in never never land ! It's what management should TELLS US ! and they don't, so we are always in the dark,,, why don't they open the conversation, give us NR's etc,,,,,
