Which to me certainly implies that the infrastructure installations and costs are being carried by the City but I think in reality (and according to the MPD Agreement) these items are specifically discussed as development costs. There are options for the sewer requirements, being they build a complete waste water treatment plant on the property or provide tens of miles of pipeline systems and lift stations to feed all the way back to the existing Cedar City WWTP and provide the necessary upgrades at that location.
Either way if you think Sage Ranch services costs (at upwards of $20M+) are high, wait till you see these service costs.
"Some things may need to change, but the city is also aware that some of those promises were made in the Cordero Agreement, which is the reason why we allowed it to annex in. It was not part of the city before this. Most of those are related to infrastructure, fire, streets, water, sewer, and lift stations. All of those are very expensive things, and if we allowed Cordero to come in without an agreement. It would be taxpayer dollars."
This will all be that much more difficult if all three original agreement paries are not partaking in any new agreement.
Who is picking up what costs?
Flash floods diversions, sewer, water in particular.
Especially considering most of this infrastructure needs to cross through the Leavitt's lands, who are currently trying to get their own agreement. This is a separated agreement from the Cordero Ranch Agreement in which they are wanting to change the zoning on only their lands.
As no party is interested in building the original agreement's golf course, along with Greenbrair and Leavitt wanting to change their zoning densities (too much higher) this will pretty much throw out all the original infrastructure needs and requirements (including emergency service requirements) and basically start the modelling process from scratch.
That's if it gets approved in the first place.
It's either that or wait nine years until the original agreement expires, and then apply for new development zoning.
The City wants all parties to participate and any revisions being put forward mutually agreed on.
This will be a long process, no doubt.
