indications are that JRV will soon see $100 million gurantee from the US Gov't!

They have already secured $100 million thorugh the bond offering to complete the ICO. While they may need money to finish with the SMP refinery, I don't think the US government will be eager to give them money to invest in Brazil. So think you are right, someone just pumping.
