COVID and home sentences

COVID and home sentencesI like the high ROIC of this company, however lack of growth seems to the big issue here.
I thought that because of COVID there would be increased home incarcerations leading to increased demand for ankle bracelet montoring and other services.
This does not seem to be happening and I wonder why?
