 ...problem is that bureaucrats were behind legalization, in Canada it was ex-chief of police. Legal marijuana can't compete with illegal.

The same was true for alcohol - or perhaps you're not aware of that history?  The difference is the customer.  Alcohol is adored by billionaires and bellhops.  Cannibis is adored by bellhops only.  It's a low end market where the customers just care about the lowest price.
