Seems Berbice Corentyne area based on creolese and a specific Corentyne village accent https://vm.tiktok.com/ZM8WUxdU9/ Thursday I did not observe anything... probably from Exxon or ..? prevailing winds and currents are from North East and that if the accents and speech clues are valid then it's from North East ..meaning Corentyne Suriname area

Seems small and probably nothing really. Maybe ship dumping oil ? I remember while back oil spill were appearing on Brazilian beaches.
