Namibian oil official - corrupt?

My question is why a Namibian oil official was you bebinvrsting in Angola? See below:
"The Anti-Corruption Commission (ACC) has cleared National Petroleum Corporation of Namibia (Namcor) suspended managing director Immanuel Mulunga rof criminal intent for a payment of N$100 million for an oil block in Angola."

You flatter me that I would have the imagination to make these bizarre Namibian stories up. No they are real and all over the local African press.
