When it comes to one of a kind equipment things don't run according to some paper typed up in an office. Time tables are not exact ever. IF a company manages to hit pre-determined goals set out that's great, but the reality is this is not the norm for a large number of companies working with one of kind equipment/set ups, very easy to over estimate success and underestimate failures.
