From what I read, I think that's true. As a U.S. investor, when i trade in foreign accounts I get hammered in taxes on those gains, so OTC trades are treated as regular cap gains or losses. So, I see this as a left-handed way of driving more value into VUL for the US guys, as they will be the recipients of approx 10 million Triple shares.
