Why? The June 06, 2023 news release desribes a material "sourced from a domestic-friendly mixed heavy rare-earth-oxide concentrate feedstock source." I am aware of exactly one such material available in sufficient quantity on commercial market so far. And: DOD invests phantastic amounts of money to secure all of exactly that material to completely direct it into US based independent supply chain in future. If I want to know, if a toll manufacturer can make me a certain product, I give him my starting material to study the outcome. Nobody knows, by when Lynas will be ready to do their HRE separation in Texas at commercial scale. Assembly of the plant hasn't even started. Existence of a feasible process is unknown. In the worst case DOD would have two partners that could do what no one can do today. Risk management...  ;)

Oct. 24, 2024 press release, bullet point no. 4: "processing over 3 tonnes of REE derived from a heavy rare earth element ionic clay sourced MREO"
would guess rather Australian than Brazilian or Vietnamese...
could be ABX, since there representatives were reported to be seen on business trips at the East Coast recently...???
